"the vote’s outcome indicated that a specific group of countries continued to use double standards and a political approach to bringing about a solution in the region.
...those same countries had prevented the Security Council from extending the mandate of the United Nations presence in the region and had stubbornly prevented the genuine truth from emerging about the situation. Since the backers of the initiative persisted in rejecting reasonable dialogue, Russian Federation believed that those countries who voted for the counterproductive text would shoulder full responsibilities for the consequences of its adoption."

Ну или, наоборот,
В таком случае несколько лучше понятно, что на что меняется — от попыток Грузии решить конфликт военным путём непризнанные республики и так сейчас защищены, — соответственно, это не может, казалось бы, быть предметом торга.
Кроме того, кажется, предоставил во-время автономию — получил Канаду и Австралию, не предоставил — расхлёбывай США и Индию. Типа историческая справедливость. Впрочем, это уже другой вопрос.
В общем, моё утверждение было только в том, что решать проблему беженцев отдельно нельзя. А если резолюция была не для того, чтобы решить эту проблему, а ещё для чего-нибудь, то совсем непонятно, с чего бы за неё голосовать.

про историческую справедливость можно привести разные примеры - типа решил защищать судетских немцев - получай Нюрнберг, и т д и т п. (Для ясности - я вовсе не считаю, что действия Грузии были оптимальны, скорее уж надо было бы вступить в НАТО с односторонним отказом от спорных территорий - пока и если они сами не захотят, как с ГДР после развала соцлагеря - и готовностью принять беженцев по нынешней схеме...)

В Косово есть полноценное международное присутствие - тем не менее, обеспечивать безопасность все еще остающихся там сербов KFOR'у если и удается, то (насколько я могу судить) с очень большим скрипом.
